What the child wants has no effect on the case plan at all. They can't even really refuse visits at this age. Special rates are not for kids with ordinary illness's that I'm aware of. I would think major illness or something like down syndrome or CP or the like. Also kids with behaviors and who take behavioral meds would be considered.
